This is a long shot, but I remember having this toy around 1985-86 from a cartoon. The toy was a vehicle that had a drill on the front, and could drill into the ground. There were characters in the show (so the vehicles weren't "characters").
I can't remember much about it, but I loved the toy.

The Thunderbirds did have an vehicle called the Mole which was a toy as well. It looked like this:

If the vehicle was part of a group of other vehicles that a team of International Rescue specialists used, then my guess would be it was The Thunderbirds.
