Ration card Rules in Mumbai.?

My mother owns a flat in Mumbai,but being alone and a heart-patient,stays with me.The Ration Office denied her a card on the grounds that she does not reside in her house.Is this reason within the rules?If not,what course of action should I take and whom should I meet?

You can ask in muncipal ward or ration office near by your home they will give better help
