Yes, you can. Edit the picture to a small size 100 dpi (dots per inch) for resolution. Convert the file to a jpeg. And upload away!
Some folks out there in cyberspace still have dial up. It takes longer for dial up to upload and download than cable internet so a low resolution and a smaller picture size make it less irritating to wait for the picture to show up.

yes you can it will take a long time that's it...
convert the pic to .jpg or jpeg or .gif... so that the size of it would be compressed and upload with less number of pics and send it and again try with another set... coz dial up connections are not reliable by the time it gets attached you might loose the connection.
