Paint running down from SHUTTERS certainly can cause SHUDDERS.
May I suggest applying some Muratic Acid followed with wire brushing. Wear protective glasses and rubber type dishwashing gloves. Don't breathe the fumes as they are very caustic. Follow up with water wash from your garden hose. Then apply BIN primer-sealer to the shutters to stop the paint runoff..
