Well, here are some ideas that are pretty simple and easy to pull together.
Boy Scout-
Find a boy scout uniform at a thrifts store (or steal one from your brother, like I'm doing ) and only use the shirt, hat and scarf. Wear a denim minskirt (if you don't want to be too revealing or something, wear leggins under) and boots. there you have it! You're a Boy Scout!
Pirate:
A pirate's fairly easy to do. Just get a stripe shirt, a long head scarf and some pirate-esque black boots, pair 'em with some dark pants, and you're a pirate!

Ok your being a bit picky, but why not just go in like a poodlie skirt? Idk that may be too original for your taste but I've been looking at costumes (online) all night trying to decide on one, and either you go as something original, or something that you come up with, sorry. This prolly isn't too much help. I'll answer with another answer if I think of one okay?

wear a brown hooded sweatshirt and pants, add a tail and ears (brown and pink felt) and cover your shoes with big white knitted gloves, and hey presto, you're a monkey. take along a tall man in a yellow hat and you can even be curious george.
use a gray hoodie and sweats and be a mouse. or even an elephant. make the ears from pink and gray felt and use a skinny stuffed tail. color your nose and whiskers black with makeup or a grease pencil, for the mouse. I dunno about the trunk but you'll figure it out...
go western and wear your jeans and a plaid shirt from a thrift store, preferably one with pearl snaps instead of buttons, and wear boots and a big belt buckle.
be a gypsy with a scarf over your hair, big hoop earrings, peasant blouse, bright skirt and flats. tie a scarf round your waist and use all the bling jewelry you can find. be sure and ask everyone to cross your palm with gold or silver!

My sister and I went one year as DICE. We went to a "moving and shipping" place and bought square boxes...painted them white put the black dots on (trace a dinner plate or something) cut out some of the black dots for smoking and drinking purposes and wore our little black dresses with heels and our make up done...but in a flash we could be back in our costumes...we won 2nd place in a contest..I think it was the funnest Halloween ever!

be marilyn monroe... get a blonde wig and a white dress.
or a witch......get a black dress you dont like and alter it. maybe if there are some scraps you can make a hat.
or a devil. wear red clothing. you might be able to get little devil horns at Party City.
