No. It was based on a Hong Kong movie called Infernal Affairs (yep, it's a remake of an Asian film, like The Ring, The Grudge, Pulse, The Lake House, and Shall We Dance, among others). Now whether Infernal Affairs was based on true events, I'm not sure (most likely not), but The Departed was not based on actual events involving the Irish mob in Boston.

I haven't seen 'The Departed' yet but 'Internal Affairs' was a blast. I really enjoyed the movie even though I do not speak Chinese. Thank you sub titles!

it was on a re-make of a hong kong blockbuster movie 'Infernal Affair'......
in a corrupted society.. it may be true something like it do happen.. but i'm not sure..
