It depends on what bra size you are and if you want padded as well as pushing up.
If you are small you can get away with cheaper bras that still work well- like ones from walmart or jcpenney.
If you are medium sized you'd better get an underwire- maybe a Wonderbra, they work well.
If you are big on top- I wear the Victoria's Secret Very Sexy Balconette Bra. It gives a lot of support, has a teensy bit of padding and pushes you up quite a bit.

Ok The best push up bra that looks fantastic with anything low cut is the u-bra, trust me this is better then any other push up bra.

Nordstroms. They have really good push-up bras...Not to mention people there to assist you in choosing the right bra for your body type.

IT all depends on how much you are willing to spend I would say either Victoria's Secret or Department store like JcPenny's, Macy's, Sears.
