It's a digital image done by computer and fed to the cameras in the production truck. Not really cutting edge technology but cool don't ya think! They just overlay the image of the line on the shot.

if you are watching it on tv the station that you are watching will make it so that the blue line is the line of skrimage and the yellow line is the first down marker
