Neither... If humans have learned anything it is that as much as they can control particulars, the ultimates are controlled by neither men nor women.

To answer your question to the point and precisly; yes it is run by men, that is an obvious conclusion. The true question is " why " and need it continue that way. I will attempt brevity. The varience between the sexes is is greatest in not the psyical or psychlogical differences, but in the different mating stratagy. Men, as has been shown by our evolutionary history, are evolved to compete with other men for women. The context is not important, either primative or modren. Women are evolved to exercise strict ( or less ) controll over who they mate with, using markers both psyical and psychological, though they do compete in a constrained fashion with other woman. The more intense competitor ( since this is his only stratagy ) men, will risk much more by stratagizeing a way to aquire more status and resource. Men are designed, also, to risk much in holding on to said resource; regardless of means. It has been empiricly shown, dispite the social scientist disbelief, that a woman of great resourse and status, prefers a man of even greater status and resourses, on average ( forget the Ophra outlier) Also, since the advent of the well-ported revolver, women have been equal to men in death dealing potential; yet they still do not avail themselves of this " privalege ". This being shown ethnographicly; it direct opposition to social science bafflegab.
To be succint in closing, the only way that greater equality will arise between men and woman is that people become evoloutionarily informed. That the pursuit of justice be ever sharpened." That men be willing to lay down the right to all things and be content with so much liberty against woman, as he would allow woman against himself ".( a paraphrase of Thomas Hobbes )

Well, politically, it is mostly run by men. Most of the people in government positions are men. But women are essential to life, without them we wouldn't have the people we have today, making a difference in the world. Women give birth, raise, care for, and nurture children. Without a mother's good example and influence, we would not have the leaders that we have today.

Men are the most powerful but women are influential. The U.S. didn't have to give women the right to vote, but when a woman threw herself on a race track with "sufferage" written on her shirt, it caused a lot of attention. Men want to be in power while considering women's wants because we understand that a life without a woman by our side is not worth living. Men are the head, women are the neck, and the head can't turn without the neck.

Our world is being run by our mind. The world is fragmented, the manifestations are the war, criminality and famine. Everybody wants to be exclusive and powerful everybody has this dividing mentality. The mentality that you and I are separate and I must be important. This is what we call free will (selfishness). The leaders are the representation of our collective decisions. Our mind is confused so we chose a confused tyrannical leaders of the world. If the majority of us are sane and good (psychologically) then the leaders will come from the mass of the good then, the leaders will pursue the goodness for everybody.

Men. The leaders are mostly male. Those with the most money are male. I think the most telling evidence is when you look at the designs of commercial goods. They are mostly designed for men with the exception of goods related to child care. Suppose I go to buy some landscaping supplies. They are put in bags too heavy for most women to lift. Look at the height of the average chair and desk. They are better suited for the average male. The portion size of an average restaurant meal is more appropriate for the male caloric intake. Notice that in sports, if one talks about the winner of the such-and-such marathon, they're referring to the guy that won. Then they might add as an tag on that so-and-so won the women's race.

there are not many stay at home dads, but much more stay at home moms, because the men work and take care of the family

Woman. Not by choice! Man might make the announcement of something, but I am sure he had a long conversation with his wife before he did.
