Because of the Cascade Mountains. To the west of the Cascade Mountains is some of the heaviest annual precipitation. To the east of the Cascade Mountains, there is only about 6 inches annual precipitation, because that area is in a "rain shadow." A rain shadow occurs because as moist air (from the coast) rises up the slope of the mountain (the west side), the cooler temperatures closer to the top cause the moisture in the air to condense and fall as rain or snow. The air that actually passes over the top of the mountain is dry, having lost all of its moisture, and has no rain or snow to drop on the other side. This happens in a lot of mountainous places all over the world.

Same reason as California. When the air is pushed up going over the mountains it cools and drops it's moisture. When it goes back down on the other side, it warms up again, and since warm air holds moisture better it keeps what's left.
