There are lots of free things to do in St. Louis!
Just a few:
Go to the zoo- open year round. Some of the attractions in the zoo require a fee, but there is plenty to see there. Lot parking is 9.00 but you can find street parking for free usually, you may have to do some walking.

St. Louis Art Museum-http://www.stlouis.art.museum/
If you like history, go to the Missouri history museum or the Old Courthouse (where the Dred Scott trial was held). Or go to Cahokia Mounds, which is in Illinois but only about 10 minutes from St. Louis-free, but they request a donation of $2.00.
-Take a tour of the Anheuser-Busch Brewery. It's free, and you get a free beer at the end of the tour! (or soda, if you prefer)
-World Bird Sanctuary- in St. Louis county about 25 minutes from the city--http://www.explorestlouis.com/factSheets/fact_worldBird.asp?PageType=4
You could visit the Old Cathedral, the oldest Cathedral west of the Misssissippi- http://www.explorestlouis.com/factSheets/fact_worldBird.asp?PageType=4

Other than a modest parking fee, visit the Arch. Underneath it there is a very nice exhibit about U.S. history. It is actually classified as a National Park.
Second thing, ride the bridge across the Mississippi river, just to say you've done it.
That's all I can tell you from my short visit there.
