can all leather boots be stretched out by a cobbler?

I want to buy the following pair of boots:

but they are a bit too snug around my calves. Can i be guaranteed that the shoe maker will be able to stretch them out for me by about 1 inch?

yes it can be streched out but i dont know how much

You must wet the leather thenstretch.It really works,i stretched my 6 and a alfs to an 8.Wet them yourself then just wear them and they will stretch for you.
