The pendulum's energy is divided between potential (stored) energy and kinetic (motion) energy. At 8 oclock and 5 oclock there is some potential energy because the pendulum is above its lowest point. At 6 oclock there is 0 potential energy stored in the pendulum, so all the energy is kinetic and it is moving its fastest.

If you mean swinging at a greater rate, it's when you shorten it. That's how you adjust grandfather clocks. Move the weight up and down.

the pendulum moves fastest at the bottom of it's swing.
