one time at chruch i smile at the girl and she smiles at me after that i went away next week she was smileing on me and see if i am looking and she was smileing and walking what does that mean she want me to go talk to her.

I'm a girl, and from experiance, I would say, YES, she likes you. She may like you just to be a friend, or to be more.
Start of with just a conversation, find out about what kinda foods she likes, etc.
Keep it casual.
Then, if things are going good, and she still shows signs of liking you, then go for it.
I have always wondered,
What is worse...saying something and wishing you hadn't?....or, not saying anything and wishing you had?

Yeah. She's smiling to you, with hope that you can go talk to her...telling you to make the first move instead of her. She's also smiling because she's might be glad you came again at church. She's looking forward in seeing you again.
