Can you alter overcoat jackets once they have been bought? Will a tailor be able to?

Its an armani jacket and it it stitched down from the back. I was wondering if I needed it to be tightened if its possible.

virtually any garment can be altered by a profesional alterations person (tailor). Usually dry cleaning places do alterations.

A tailo can do that easily.
