i mean should you shift first, then release the emergency brake or release the emergency brake then shift?

My car wouldn't move if the emergency brake were on but I have a mental checklist and always release the emergency brake before driving, so zero miles, feet or even inches.

Release the emergency brake first; it is only for emergencies (obviously) or for parking the car. If you are in the car and are controlling it, you should have FULL control, which includes controlling braking AND throttle.
