Rectal bleeding has many causes including hemorrhoids, Crohn's Disease, fissures, peptic ulcer disease, polyps, amongst other reasons. Most rectal bleeding comes from the colon, rectum, or anus. The color of the blood often depends on the location of the bleeding in the gastrointestinal tract. The closer the bleeding site is to the anus, the blood will be a brighter red. If it is dripping like you say, he needs to go to the ER immediately.

Take your family member to the ER please. Bright red blood dripping like pee is not good. It could be any number of thnigs, none too good. I won't go away on its own, even if it stops tonight. This is a symptom of
1. hemerrhoids
2 cancer
3. lower GI bleeding
4. trauma

and your family member could lose enough blood to need a transfusion.

Hope it all works out for the best. Better to find an answer than worry and let a potential problem grow into something big.

yes you should go to the ER right away...you never know what it could be...it could be a tear or it could be a rectal ulcer...bright red means it's oxygen rich blood which is also a VERY bad sign...you need to get to the emergency room immediately!

I recommend taking him (or telling him) to go to the ER if its coming out "as pee would". It could be something minor or something severe. The only way to know for sure is to get it checked out, and fast!
