You can search for websites hosts, and either pay or do it free. I've done both www.freewebs.com and www.bravehost.com and they both are free unless you want more. Freewebs has less than Bravehost and seems a bit harder to use. I love Bravehost though. You have tons of styles to choose from and can set a website up in no time at all using their wizard. They have like over 600 templates for websites for you to choose from and they are a great service. All you really need is an idea and you're set!!!

You need a dedicated Internet connection, a static IP address, a server (any PC should do) and Web Service Software. Register a domain name and record the domain name to your IP address through a DNS service (usually your ISP will do that part for you).
Install the Web Server Software (there are hundreds out there... if you feel technically brave, try Apache otherwise consider something a little more GUI for a few bucks).
Create your website with some web creator software and save it to the appropriate directory on your web server (you set that up in the software).
You are ON NET!

I have found a great hosting solution with tons of features for free with no ads at all. It is at http://www.freewebdot.com/. The service itself is free, but you must purchase a domain for ~$8/year (i.e. your_domain.com). They offer great features like ASP.net, MySQL, MSSQL, and php support not to mention 3 GB space and unlimited email accounts and more.
That takes care of your hosting, but you will also have to get a website made for you or make one yourself. You can do this with html, php, asp.net.... the list goes on. A great free development tool is Microsofts Visual Web Developer Express which you can download here: http://msdn.microsoft.com/vstudio/express/vwd/.
And if you need some starter tips to get your programming going, a great tutorial site is here: http://www.w3schools.com
Hope that helps!

First get a dedicated service line.
Then make sure you have a static IP.
Then set up a DNS.
