Just tell your mother that it is perfectly safe. eBay is a fifty billion dollar corporation...it's larger than Ford Motor Company, nothing is going to happen.
She gives out her credit card number all the time to merchants, this is no different. Under U.S. law she would only be liable for a maximum of $50 dollars if anything happened.
UPDATED RESPONSE:
Ya gotta love the mistake of nature that thumbs downed my completely accurate response.

Yes, I believe you can, but patience grasshopper.
First open a Paypal account using a checking account if you have not already. After you have a Paypal account of 30 days you can apply for their of own debit account card so you will have one but for your question I don't believe you need one. Just use your checking account and you will beed one of these.
Anyway once the Paypal is active just click on sellers in the menu. It will generate an HTML code with you account in there. So all you need to do is paste that code into you Ebay listing or another website that you can link to your listing. This will allows you to accept direct credit card payments or Paypal payments. They take someone like a 6% fee, not sure but if you sell something for a $100.00 you will get about $93.44 so factor that into your selling price.
By the way I didn't know how to do this at all be recently did exactly what I just told you and the payment went through without any problems.

I think you can get a paypal account without a credit card, you just won't be able to use your money except online. I had an ebay account before I had a credit card, it just wasn't a sellers account so I'm not sure. Check into paypal and if you can get one without a credit card you can get an ebay account.

If you have a verified PayPal account, you should be able to get a seller's account on eBay. PayPal accounts can be verified with a checking account as well as a credit card.

Yes, become ebay ID verified. Set up your seller's account, when you get to the credit card page, at the top, there is an option to become ID verified. Good luck.

Are you referring to Paypal Accounts? Ive just registered for Paypal buying/selling and i didn't need a credit card a Debit Card done it for me. You have to be Verified by Paypal, they put 2 amounts into your account and when it goes through you tell them the amounts and it becomes verified. You also have to verify your address with a home phone number or they can write to you with a code which once again when you receive the code, tell them the code and then you become verified.
