The question itself is cryptic, but with a few assumptions, it can be easily answered.
Philosophical questions are traditionally phrased in the plural (because most philosophical concepts deal with the universe at large as opposed to specifics) therefore it can be changed to "Why are ducks?" because no action is assigned to ducks, it is safe to add the most basic of all actions, existing.
Therefore we now have the question "Why are ducks here?" this can be answered from either a biblical or evolutionary perspective:
Biblical: Ducks are here because whatever created us decided that the shape of a duck would also be interesting.
Evolutionary: The last in a series of freak mutations experieced by a portion of life on this planet resulted in an almost, but not quite duck giving birth to a bona fide duck. (This is also a handy explanation for why the egg came before the chicken, the animal who laid it was not a chicken and the egg had a mutation)

Duck is because we think our lives have meaning. We may be so egotistical to ask 'Why is duck?' just like we may weep when we spill yogurt on the couch. It is because we feel we should cerebrally grasp everything, when there really is no point to anything, but what we make of it. When we cannot recognize the nature of things or come to conlusions, then the entire question itself is defeated and all that remains is our sulleness.
Duck is because we search for the truth in places we will never find it. This is vanity. It is an expression and representation that we all feel the need to qualify ourselves. I look at spilled yogurt on my couch, and I weep. Not because the sofa is damaged, but because I don't know why. And not knowing why is in negation to the sofa being stained, disqualifying the mess itself and opening up doors to my emotional state.
The answer to 'Why is duck?', I recognize to be irrelevant. What is relevant is 'Why does any particular person answer an incomplete question in any particular way?' The nebula of your question negates the question itself and leaves only the reason for the determination of the answer, which will be purely psychological, as you state.
'Why is duck?' Because we think our lives have meaning and are funereal in attendance of the repose of all our previous conceptions, which will snowball and cause the unconscious mind to wallow in everything else that makes that particular person sad.
If you want to see me cry like an infant, and become a sociopath because I cannot reconcile all my inner pain, therefore hurting others because I see everyone else as mentally sick, justifying my own ugliness with a qualification of goodness, then ask me 'Why is duck?' The fact that I cannot live up to your expections in legitimately answering this question makes me see the meaninglessness of my life, when I am so egotistical to believe my life has purpose. That in turn, makes me appear hideous when I stare blankly into the mirror trying to understand myself. And that in turn, makes me want to destroy every living thing and call it ugly so I myself can appear beautiful once again.
I hope my answer was psychologically disturbing enough for you. By the way, I'm not really a maniac, I only like to pretend like one to get a laugh, and that's exactly what I'm going to tell the judge during my trial, if my psychiatrist deems me mentally competent enough to even stand trial. Anyhow, I have to go now, if the orderlies catch me using the internet after my alotted time, I will be beaten again, and electroshocked. If that happens one more time I'll start devouring my own feces in protest. And I don't particularly like the taste of my own feces. And it stinks. However, there is no other way to fight the system, when it is the system that is hellbent on oppressing me. I know this because of the repeated men I see following me, wearing red jumpsuits. I'll swallow an entire vat of my own feces if that's what it takes. 'Why is duck?' Great Satan! I can't get that question out of my head. Now I'm going to have to kill again.
Just kidding.
Or am I?

It is not very specific upon anything... It might be referring to the fact that when you see a duck in the water, it has a calm, cool, collected look to it. Even when it's life is at risk. That's because under the water it is paddling its feet as fast as they can go.
Essentially I would say it is saying to keep your composure even when you are wigging out, [when things are F.I.N.E., (Freaked out, Insecure, Neurotic, and Emotional)].

The question doesn't make any sense. It's just meant to make you think about something that can never be answered. Why is lunch? It's the same thing. You've been fooled, it isn't a question, so therefore, it doesn't have an answer.
