Boot the computer and immediately begin to repeatedly press the F8 key. Continue until it takes you to menu screen. Should have an option to start windows normally. Select that.
If Windows does not start, or the computer still goes into Safe Mode, then you have a driver which is not working correctly and forcing the computer into Safe Mode. You will probably need professional help to get it going. More than can troubleshoot from here.

I would first try to restore the disk by going into the windows recovery console. To do this boot from your windows CD and then press R to go to the recovery console. When you are in type "CHKDSK" "The chkdsk command checks the specified drive and repairs or recovers the drive if the drive requires it. The command also marks any bad sectors and it recovers readable information." If this doesn't work you may need to format, unless anybody else has any better ideas. To recover your data you can put your drive into another PC and copy across the files. Then format the drive and re-install windows. You will also need to download drivers to get your network/graphics/sound function working again.

Before you do anything too drastic, try reloading the video driver. It's usually the first one to hit the sewer in 98.

back up your files &
format it with the windows 98 cd then reinstall it
