Here it comes...the inevitable "save your money" answer. At 16, if you can afford a car and the money to customize it, just go out and buy something nice with that extra money. At 16, I wouldn't recommend a new car until you're comfortable enough with it and get your bearings about it.
As for the customization part...it's a killer man. My first car was an old muscle car that we started dropping money into. It's definitely cool to have a unique car, especially in high school. It gets old real quick though when you're broke down in the parking lot and can't get a hold of someone to fix it. Then, when you can, it becomes more expensive to take to a mechanic. They can't diagnose problems on modded-out cars as easily as they can stock vehicles with stock controls and sensors.
Plus, once you get the bug...it has you. You may have a number in mind as far as a budget goes, but I promise you, you will spend at least twice that. It will become a money pit...TRUST ME. Even when you know what you're doing and have the support around you, you'll still spend a ton.
Then, as you get older, you'll be getting a job and what not. I work in a field where I meet a lot of people, and I have to say that when someone shows up with a car like that that hasn't been done properly, it's an instant killer...I think they're goobers. Adults have a hard time respecting a neon green car with a spoiler. You'll end up realizing this around 20 or so, and you'll have to sell it or keep it. Most likely, you'll be stuck with it...nobody wants someone else's problems, especially when they're mods that you don't know about. It becomes $$$$ to maintain.
Finally, and almost as importantly as the first point of saving money...body-kits, wings, ridiculous paint jobs and THE WORST...those seat-belt cushioned covers are the lamest things in the world. Most of the cars people put wings on are front wheel drive. It's like putting a sign on your car that you have no idea about anything automotive. Why would you promote downforce on your rear wheels when the drive wheels are up front? Besides, the aerodynamics of spoilers and body kits (GOOD body kits, not cheap-o ones) mean absolutely nothing until 120+mph.
Save your money, and use it to take girls out to dinner in a nicve, clean, normal car. Keep a side bank account (maybe an ING account where interest is high) and put the extra in there. Let it grow, and when you have the time, and plenty of money, build something for real...not just a looker. Nobody likes a car that's all show and no go.

In my experience the one car that has more parts, kits, etc. available for it is the OLD Volkswagen Beetle. It may not be the rice rocket you had in mind, but you can find more parts in more places for less money for these cars than just about anything else. You can scratch build an entire engine from a catalog, and anything you want to do with it you can, up to and including installing an entirely different body on the car to make a replica Porsche Speedster or Spyder. Like I said, I am sure you were probably thinking more along the lines of a "tuner", but you asked.

There are plenty of mags on the market REDLINE,REVS, etc to name only a couple they all have hundreds of ads for bits and things I.C.E is a very personal thing and most custom builders now seem to mix parts from several companies and have to make custom speaker cabs themselves to suit the interior design that they choose glad to hear you are contemplating custom work at such a young age but make sure you don,t customise yourself out of affordable insurance but good luck and have fun maybe better to buy an old stonker for a couple of years and just drive it about standard until you get a better insurance profile then max out a better ride or build your special in the time that you are building up your insurance profile I personally had an R.S 3.100 V6 capri on L plates a long time ago when I was a bit little bit older than you but then insurance was not so pricey !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

If I had the money i would definitely buy one!!! I'm nt sure if people would actually buy these cars though. It seems like one of those things where you have to be a celebrity to own it. But yes I would buy one if i could!

Dodge neon they are cheap and have alot of parts and accesories. As far as paint and seats check out your local customizing shops. As far as stereos go I would reccomend audiobahn.

It all depends on your style of car you want muscle car euro car ect... Me I would pick a 69 Camaro for muscle and a Dodge Neon for a Euro both has alot options for them.

Depends on what type of car you want. And how unique you want it to be. What I would suggest to you is go to NOPI.COM if you have an idea of what type of car you want you can see all of the custom option's before making a decision.
