notice that they are not 100% sound proof, they just reduce 80% of the sound at most

they' re right .... you could do windows ( recomend 1" dead air gap ), but also do plantings several beds lots of mulch, between you & sound, first small & graduate up to a row of tall growers to spare the house from getting hit by sound waves, thing like a fence, or a series of fences would also help!

sound proof windows may help, but bass is usually transmitted by vibrations in the ground as well as in the air, so it probably wont help as much as you like. Planting some shrubs or trees could help cut down some of the noise also.

in line with risk you may ask a number of your drummer acquaintances what they have achieved to soundproof their rooms. I could think of that it would be tremendously much impossible to soundproof one room in a house except you strip each little thing all the way down to the fundamentals - ceiling, partitions, etc. and initiate up from scratch. yet that would take somewhat extra money than Macgyver might use.

Dantheman is right. There's not much you can do about the bass.

Better windows would help, but probably not as much as you're hopeing for.
