It depends: in some contexts it wouldn't be appropriate, in others it could be. A lot depends upon your cousin, and how she feels about herself and why she wants to wear that costume. Some people have fun on Halloween by trying to freak people out with their costumes. One way of doing this could be to dress up like a corpse with an axe in its head or whatever...but another way of doing it could be to horrify people by dressing in an overtly sexual way when it's "not appropriate". I put that in speech marks because girls your cousin's age are bombarded every day with ads that tell them it's perfectly appropriate to make themselves up and generally to present themselves as pretty little targets for male interest: so your cousin is perhaps just daring to flaunt a sexuality that she's already being encouraged to value, but also being encouraged to pretend not to value because only adults are allowed to think that way (girls should be "pretty", but shouldn't admit that they know this makes them more sexually attractive to boys). There's no doubt she will shock some people and maybe even get some hostile comments if she's going to be trick-or-treating or doing something else that brings her into contact with lots of adults. If that would ruin her fun, then you should tell her the costume's not appropriate and encourage her to wear something else. However, if that's exactly the reaction she's after, why spoil her fun? She's not breaking the law, and I assume she'll be safe with plenty of friends, so who cares if she shocks people with her Halloween costume, as so many others try to do? It's a fine line between "protecting" people from "inappropriate" behavior, and simply controlling them and telling them what they're allowed to wear and how they're allowed to have fun. It may well be that you do need to protect your cousin from her decision to wear that costume...but I wouldn't jump to that conclusion, because in some contexts (e.g. if she's going to a Halloween costume party and lots of her friends will be dressing similarly) she might simply be trying to have fun with it, and making a big deal out of it could wind up leaving her feeling cheaper than she'd feel if you just let her go and have fun.

Fake eyelashes and some sparkly lip gloss. Make a "mole/beauty mark" above your lip with eyeliner. If you could get earrings that look like little feather dusters or cleaning supplies that would be cute. Perhaps make some feather earrings? Wear those big yellow rubber cleaning gloves!
