It depends on what you mean by win. The first two presidents were Federalist, although George Washington technically remained non-partisan. The Federalist John Adams was defeated in 1800 after only one term by Democratic-Republican Thomas Jefferson. The Democratic-Republicans were the anti-Federalists. Only during Washington's administration were they called Anti-Federalists because there were not political parties at that time. Political parties arose during Washington's second term in office. Thus, technically, the anti-Federalists won since they governed from 1801 until 1829, whereas the Federalist Party ceased to exist by 1820. The Democratic-Republican Party was the forefather of the modern Democratic Party.
