2 reasons:
1- vacuoles are water reservoirs. In animals, if there is a water shortage where the animal is, it can move around to find water. Therefore they normally don't need to keep extra water in their cells. However this is not the case for plant cells. Most plants are stationary and can't move around in search of water. Think of your plants at home. If you don't water them on time, they start using the water in their vacuoles.
2- Water in the vacuoles help to give structure and support to the plant cells,

Plants cannot get up and get a drink of water when they are thirsty. They need an ample storage chamber for water and food. Good question!
