From Holland house you can walk up Queens Street to the castle and then down St Mary's Street. The Brewery Quarter is good or you have the identikit pubs like O'Neils or Walkabout. If you want to jump in a cab then take a ride down to the Bay where there are loads of bars, restaurants and even a comedy club.

There is a popular and trendy bar near you, called Buffallo, on Windsor Place (off Queen Street). otherwise, as people have said, St Mary's St is a ten minute-or-so walk. Copa's Bar is quite pleasant (on Wharton Street), selling continental beers and has a rack of newspapers if you are by yourself.
Otherwise there is a big Cineworld Cinema in the city centre, they have a nice top floor bar with views over Cardiff (while you are waiting for the film).

Hope this answer is not too late..... Your budget is quite good - you can stay in Paradise Hotel and ask for seaview room. As for sea sports, you can go behind Golden Sands hotel. They even have horse riding there and foot reflexology. Good price food is everywhere in Penang, you won't have any problem with that. Cheap night market is along the stretch of Golden Sands Hotel. If your stay in Pg falls on a Tue night, you can go to the local's night market diagonally opposite Paradise Hotel. Tallest shopping centre in Penang...well, tallest building is Komtar but shopping there is not popular anymore. You can try the adjacent mall, Prangin Mall, cheaper stuff. Alternatively, you can go to the biggest shopping centre in Penang, Queensbay Mall. Nightspot - go to Upper Penang Road (by Cititel Hotel)...walk along the stretch and choose which one you prefer to dance/drink the night away. You can ask any local for the transportation (most of us understand English) and directions if you are lost or unsure. We are warm people. Meals will cost around RM20 and above per day depending on what and where you choose to dine. A bowl of hawker noodle only cost around RM2.50 so chose the right place. If unsure again, see where the locals dine and you will not go wrong. Have a great trip!!!!

Jumpin Jacks is good on a Thursday.
Guys & Dolls is in the Wales Millenium Centre.
Holland House is about 5 mins walk from town - very posh. Who's putting you up there then?
