i'm assuming the furniture is metal based and not plastic. i'd wipe off the dirt as much as possible, then go to lowe's or home depot and get a rustoleum spray. you can get any color, including white....it's about $5 a bottle. it will refresh your furniture as well as prevent any more rust from developing. it makes it water proof as well.

If it's the plastic kind, then use pure bleach, take a wet rag, dunk it in a bowl of pure bleach and wipe the furniture with that... After a few minutes rinse with water.You may have to repeat the process if the stains are really bad... (Wear old clothes to do this, as the bleach discolours clothes)
If its metal furniture, you will have to sand the rusty parts, and give another coat of paint...
