It's because she isn't confident in her ability to learn them and is afraid of being ridiculed, berated, and disappointing her favorite person in the world---her mom.
The easiest way since she has only 10 to learn is to write them on flashcards. Read thru them a couple of times and then ask her to repeat each one after you. You take the 10 cards and shuffle them to assure she isn't just memorizing but actually learning the words. (This will assure her ability to recall). Everytime she gets a word correct hand her the card for her pile. When she misses after a couple of times just go on to the next word. Repeat this as many times as necessary. Try to use word association to help her remember. Don't give up. Remember that REPITITION BUILDS RETENTION. Also, have her say the words as she writes them.

You've got a lot of good suggestions already...Maybe she would be interested in learning how to Fingerspell. It is a great kinisthetic way of learning-muscle memory- plus if she ever meets a Deaf person she would be able to spell to them Lots of kids learn to have a "secret" language. Below is a site with pictures, your school library will have some books too, perhaps.

each night we do a different activity..I have 2nd grade daughter that spelling is a challenge..we play games like match game but we have the word split in half we do pyramids which is like this:

chain
we also do pretest but i let her give me the test too and check it...we try to make up sentences that are really funny...and last but not least if she scores well on her test ..not necessarily 100% ( though that's the goal) we have special reward..she plans the activity..make it fun she follow suit

Cause you let her get away with having a fit about it.
Play a homegrown version of wheel of fortune with her or hangman using her spelling words.
She doesn't learn her spelling words,without having a hissy fit , then she doesn't get to do whatever she likes doing , tv, barbies, talking on the phone whatever . Actions and consequences and their ramifications.

First you have to be patient with her and take her someplace quiet.... Encourage her by telling her how many things that she can acomplish if she can spell and if she cooperates. Ask her why she doesn't like spelling why it's so difficult for her. If she can't do it still then take her to another tutor. If the tutor asks for a ridiculous price then I am sorry... I am not the right person to answer this for you.

It seems your problems are not her learning the spelling words
it seems your child is playing you...these temper tantrums have gotten her attention in the past, or she just wants you to feel sorry for her, or she is panning for attention...just tell her everytime she makes an A she will be rewarded for it! And the next time she even hints that she is unhappy about learning new words, or doing homework, or chores, or anything else that is expected of her...tell her you will remove from her sight one of her most treasured posessions. This will work...Get a large storage box and put your child's name on it....and leave it open on a cabinet top area that is in plain sight. If your child asks why their name is on it...say it is a package that is prepared to go to the storage facility next time I will be prepared for any grumpy attitudes about silly things like not wanting to do your school work, learn new words, and chores. We all have a place in this household and yours is to be the best student you can be, and to put forth an effort to participate in maintaining a clean enviorment of which you call home. We all have a part...each of us have a roll, here and we all have things that are expected of us just as I am your parent, I am expected by God to raise you in His Word, and by the U.S.A. to raise you to be a good citizen. So you see we all have a roll to play in this world and it just so happens to be that spelling words are a part of your responsibility. Nobody owes you anything. Not the world, not the government, and not even me
all that is required of me as a parent is to house, clothe & feed and educate you. You have clean dry clothes, you have a bed with a roof over your head, I don not have to purchase you new clothes...we can go get them free from the drop box....we could live in a cardboard lean-to, and the dumpster behind the grocery store is full of day old bread....so anytime you think you can make me feel bad about your having a new spelling list...think again...see dear, If you want to keep your nice dry bed, and your belly fed and the clothes you now call your own...you will not be complaining to me, for I am doing my part, now how bout' it????
How bout just being thankful you have a brain in which to learn with, eyes to see with, and a parent to tell these things to you out of love, for if you think the world owes you something...it will kick you in the teeth, and you will end up in a bad way if you went on thinking the way you have been in the past, I expect now in the future you will weigh your words, and carefully choose them before opening your mouth! I love you with all my heart this is why I have taken the time to let you in on these things and will be taking extra steps to provide you with enough insight to help you possibly make good decisions in your life!

have fun w/ it. everytime you use the words in a sentence, tell her you have to spell it. if she can, she gets something (hug, little piece of candy, etc.) at the end of the week, if she can spell all her words, then she gets a better treat. try to focus on two-three words a day.

My children used an old Magnavox Odyssey. We would enter a word,scramble it, then cheer/clap when our son/daughter unscrambled the word.

You can say,"Hey,if its the end of the world ,then your teacher wouldn't give you any spelling words coz you're not going to return them in fact you can't return them''

try and play some sort of spelling game with her, younger kids enjoy playing games and if that doesnt work try some sort of reward system.
