The federalists believed that in order for the union to survive that the a central, federal government must have some authority over the individual states.
The anti-federalist did not believe that the states needed to give up their autonomy and that a confederation was all that was needed.

State rights over a central power. Why should another, distant gov't determine the laws of a state.
The country was young, without any money to run a central gov't and no way to collect taxes. We just had a war about taxes. It was an issue that was very unpopular.
Check 9th & 10th Amendments.
Slavery became the most decisive factor and the Civil War ultimately was needed to bring the country together.
