There is always the Federal trump to be played. If the people legalize it in the state, it is still a Federal crime and significant pressure can be put on the state to conform.
For instance, it was Federal laws restricting highway funds to states with 18 yo drinking ages that caused a uniform change to age 21.

well a smoke of catnip & mugwort with a cup of nutmeg tea can have a person high for 3 days, safe and legal and cheap!!!

Mind altering substances will never be legal. Heck cigarete smoking will be banned nationwide soon i think as it is in other nations.
