What do you call it when this happens?

EX1. Some music starts with drums then adds some violens and then horns.

or

EX2 in a choir, the sopranos start, then add altos, and tenors.

what is this called when this occurs.

If they're playing the same melody at different times, then it's called a round. If they're just playing harmonies, I call it layering.
