Before you get fancy, HTML is necessary to write webpages. Then I would get into CSS, then a dynamic language such as php or asp.net. Then you will know enough to venture into Javascript, AJAX, etc. A gret website to get you started is http://www.w3schools.com
Bottomline, to make ANYTHING work in IE, you have to first use HTML, then you can integrate other languages like the solutions above. Also, there is no 'best' language, it is whatever you like.

several alternatives, depends on ur need
Simple programming, no need of file inpu/output and database: JavaScript
If ur a Microsoft freak and wants to learn fast: ASP
If ur a Microsoft freak and wants to put some workt: ASP.NET
If want a open source: PHP (recomended)
Note: JavaScript can be used in a combination of other languages defined above.
Best Solution: HTML+JavaScript+PHP+[Database]

It depends on how complex it will be. You'll need Javascript & HTML for the client (Int Explorer) and you have many choices as to which language to use on the server, if your program will be client-server. I prefer C#.
