then how is it people can win the lottery? Is that more probability than luck? If it is more probability, then why do we congratulate people for their luck on winning?

If it is more probability...then we congatulate them because we want to be them.. We want to believe that they deserve this fortune, and that we, by extension, deserve the same. It is as if it were a real accomplishment, rather than just random luck (which it is).

Every person cannot win a lottery. It is more a probability than luck. Congratulation is not wrong .it is just expressing our happiness when good befalls some one.

If one is carrying around a lot of subconscious guilt one will not have good luck because guilt ask for punishment. Work on self forgiveness and releasing guilt and one's luck will improve. Remember, every thought you think is creating your future!
