By "local", I don't mean in the USA, but rather in a country in South America. Does this agent get supplies directly from the factories producing them?

I don't think it can be refurbished, since the agent said that you can go to Dell.com and customise your own PC. Then you can send him the link with the details of customisation. He will charge a fee which is less than what Dell sells for.

he/she buys at wholesale lot prices plus has lower shipping cost, because he buys in quantities.

Chances are they are either dell parts or they are refurbished computers.

most likely a scam, computers purchased from another source with cheap parts and the tower is marked Dell!
Buy with caution!

They might not be"new" they may be refurbished computers.....
