Tulle....Lots and lots of Tulle. Little girls love it and you can make it into a veil and skirt very easy. I also used it to make my own wings a couple of years ago. I just bent wire coat hangers into the shape of wings and stretched the tulle over it. I gathered it in the middle and hot glued thin white fluffy boa's around the edges and in the middle, then I added a few flowers. I made a halo the same way. My daughter still has it in her dress up stuff.
Wal-mart and Jo Ann fabrics have it real cheap.

If you have a "retired" bedsheet (white, that is) you're in business. If not, check a thrift store or even WalMart; theirs start at $3.00. Easiest will be making an elastic-waist skirt and a top, and tying a wide sash around the waist. It'll look like one piece, but needs no zippers, etc.
Cut 4 panels for the skirt. Draw it out on a small sheet of paper first to figure out your measurements. Each panel should be waist-to-floor+7" long. The top (waist part) should be one quarter of her-waist-measurement+25%. The bottom of each panel should be two-and-a-half times the width of the top of each panel. That sounds complicated, but what it really means is for a child with a 30" waist who is 30" from wiast to floor (no, they aren't usually identical but I'm very bad with math!) the panels would each be about 37" long, 10" across the top, and 25" across the bottom. Since I have never met you or your daughter, of course, I used these numbers as an example only. Use the formulas to figure out the exact measurements, then draw out the 'pattern' on the small sheet of paper. Write the numbers in on all the lines, the use a yardstick or measuring tape to draw the lines onto the fabric.
When sewn together, these will make a lovely full pouffy skirt that doesn't bunch around the waist but flows very nicely. On each panel, make a little 'chimney' at the top. In other words, cut the last 3" straight up instead of comtinuing at the normal angle. Fold down half of this straight part (after the panels are all sewn together) to make a casing for an elastic waist. Run the elastic through and finish it off the way you know. Voila! One skirt for bride or angel. Let your daughter decorate it with lace or netting. If you have a WalMart nearby, they have a great selection at 25c-50c a yard. Old lacy curtains, bleached, do great, too. Those would make a great veil if she needs one. Atttach it to a metal hairband, and glue on some ribbons or bows.
You have several options for a top. The easiest two involve a white tshirt or sweatshirt that can be sacrificed. Decorate either one with pretty lace and/or old lacy curtain fabric. If you want to make a top from the bedsheet, email me for instructions. (Click on the name under my little grey smiley box over there to email me.) Make a wide sash from your bedsheet fabric, tie it over the waistband of the skirt, and you're in business.

For either one, start with a white turtleneck and a long white skirt. For an angel, use the tinsel/garland stuff used for christmas trees as a halo (it doesn't need to be over the head, just on the head is fine). For the wings, cut out two cardboard wings, cover with tinfoil, and embellish with the tinsel/garland.
For a bride, find an old, white, lacy tablecloth or window curtain and drape that over her other white clothes. You can easily make a veil from stuff at a craft store - in fact, let her make the veil!
9 years old and mom doesn't know anything...maybe a little young, I don't think I got that attitude until 5th grade, lol! But I wouldn't worry too much, so long as she isn't giving you too much sass.

Put her in a White Easter Dress and get a veil. Far as the other question go: I would nip it in the bud right now. If she has an attitude about what you decide for Halloween then don't let her celebrate that day. Show her who the boss is. If you can't control her at nine years old, at 15 she will be walking all over you.

Angel costume:
White sheet, with hole for head to pop through. Find a dollar store head band and get some gold tinsel pipecleaners to make the halo. Paint her cheeks rosy with light lipstick and voila! An angel!

concur with the zaylady, try the Salvation Army or Goodwill for either a sparkly prom dress or lace curtains or a table cloth.
Gold or silver foil for her crown/halo!
