You need two things - a domain (that's the .com bit) and a place to host your website.
You can theoretically do both with the same company but I would recommend against it as it puts ownership of your domain at risk in a few different ways, especially if your relationship with the company sours. For example, if you decide to host your website elsewhere, they may give you a lot of run around about making the necessary changes to your domain, or about allowing you to transfer the domain to a different registrar.
Also, if they decide to cancel your HOSTING account for any reason, eg someone reports your website as being offensive (without proving it is) or lapse in payment, they may also take your DOMAIN hostage and try to resell it to you for hundreds or thousands.
In fact, with some registrars, you may not even own the domain you register, which they will only point out to you when you attempt to transfer it to a different registrar.
So to be safe, register with someone like Godaddy.com or Domainsite.com - I prefer Domainsite as they've got less ads and are generally less harassive, and their website is faster to use and load too. They're also slightly cheaper - $7.99/yr.
Hosting recommendations are dependent on many factors. The first suggestion I would make is to ask your own Internet Service Provider whether you're entitled to free hosting space as part of your monthly package, or whether they've provide hosting as a separate service.
You should expect to pay between $5 and $10/month for reasonable hosting, although it's possible to find something for less. Whichever route you go, ask for a free trial, or at least a 30-day money back guarantee in case you're unhappy with the service.

http://www.geocities.com/ + your yahoo id
in this case, http://www.geocities.com/juilletangel87
You can't get your own URL with out buying one.
