ive heard this referred to as sequencing the life of the battery; and that you should wait until the battery dies down some before charging, but dont wait until it cuts off completely..though with the newer equipment available, it may not be so much of an issue...sorry i could not give you a more difinitive answer...you may want to talk to a sales rep or your service provider for more info.

In so many words, yes. It has less to do, though, with the amount of charge already in the battery, and more to do with the amount of charge it recieves. In other words, charging an empty battery for a short period of time then removing it from the charger will cause just as many problems as charging a nearly-full battery. For this reason, it's best to try and fully discharge the battery before refilling it. While this is most noticeable with Lithium-Ion cells, it can also happen in other cell types as well.
The possible solution to help reset some battery life issues is to get as much charge out of the battery as possible, fully recharging it, and depleting it as quickly as possible.
Also note that this is not the only thing that causes battery degradation. Many manufacturer's factory batteries will deteriorate somewhat quickly, so if you're having problems with the original battery, try and find a retail battery from the manufacturer.
Hope it helps. :)

If your battery is a Li ion battery, it would not shorten the life of the battery.
Most cell phones now come with Li ion batteries (ie: post 2002 models for most brands like Nokia, Samsung, Sony ericsson, O2 etc) and so, it is ok to just plug the phone in and charge it when you are sleeping regardless if your battery is low or drained.

I have experienced this problem alot. you should try to let the battery drain a little more and then charge it. I have noticed that this seems to extend the life of the battery.

yes mainly because they are lithium ion batteries and the lithium ion batteries just lose capacity over time no matter what you do
