you still have to wear shoes, and boot tops just go over your shoes. some of them don't usually stay, for example, last year i was bat girl and the boot tops wouldn't stay over my boots that i was wearing, so i took the top and stretched it to cover my boots and then i taped them to the bottom of my boots and it stayed on for the rest of the night.

They are usually made of fabric and fit over a boot, they have no sole usually - just elastic straps to slip over the sole of your boot. Hope this helps.
