It's hard to understand what is that you're talking about in the second picture. What does the caption to the picture say?
Bone is a tissue.
Tissues have general functions, organs have concrete functions. Bones provide structural support. That is general.
Organs have to have a function that is not as general. Stomack is an organ. It digests food. Heart is an organ, it pumps blood.

I don't think bone is either of those. I think bone is made of calcium .. but it isn't an organ .. and it isn't tissue either. If forced to guess, I would say tissue, because it is definitely not an organ. Good Luck ! :)
