Use a glitter spray on it. You can either find some glitter hair spray at a store that sells Halloween makeup stuff or some kind of a glitter spray at a craft store.

You might try using the glue-on jewels or beads. I believe they come in a shape that would resemble a dew drop and should be very easy to glue on with Crazy Glue.

You could try little drops of glue from a hot glue gun but if might melt the spider web.

i have never tried this but maybe if you water down clear glue then spray it out of a cheap spray bottle like the ones aat walmart for like $0.88

use glue gun beads - you know when it drips... let it mostly dry then put it on... or maybe drip directly on... i haven't tried it, but it popped into my head when i read your question
make sure you get the clear glue!
