remove the lid from the tank, flush the toilet like you would normally do, the flapper at the bottom of the tank should stay up for a second or two emptying the contents of the tank(or the majority of it), if it doesn't replace the flapper( if it's been a while
you might want to replace it anyway).
look at the fill valve while the tank is filling, there should be a small hose going from it to the over flow tube, is there water
coming out of the hose? if not or it just barely has any pressure,
replace the valve. also, make sure that the toilet is secured to the floor. hope some of this helps you. by the way, if you are on a public system the use of rid-x will not help at all, that stuff is to be used by owners of their own septic system. and also make sure that you have a good quality plunger.

It could be that you are not holding the handle down long enough to flush fully or there is a partial clog. Get what is called a snake, which is just a coiled wire and run it down the toilet through the to the trap.
First try a plunder and see if that works. Second buy one of those air plungers from home depot and give that a shot. Third use the wire snake (but make sure you have a cloth at the bottom of the bowl or it will scratch the sides. Last take the toilet off and take it outside to see what the problem is.

Sounds like the flapper in the tank is closing before the flush is through. Check to see if the water in the tank is filled/filling to the fill line inside the tank, if not, adjust the float by, either bend the metal arm that holds the ball up, so the water will rise higher in the tank (if you have this type) or adjust the fill valve higher (should be a clamp under the float you can raise to adjust it) Note: if you adjust the float, make sure the water doesn't keep running into the overflow tube(bent arm too high), if it does, bend the arm back down a little. If this fails, try replacing the flapper with one that has an adjustment to regulate the amount of air trapped inside it, the more air the longer it stays open. Good luck

these are two things that you can do-
1. is when you are done, you need to push down the toilet flusher thingy, for a long time.

someone in your family probably was prarie-doggin it so they launched a missle. it could have been a large blowout but the toilet bowl would have been permanently stained. to find the culprit, check who's lost the most weight lately. the chunks are probably causeing the back up.

use the plunger until it flushes completely or check the ball cock to see if the rod is bent.
