Say Bill running as Hillary's VP.

No - one of the only qualifications for VP is that he or she must be Constitutionally able to serve as President. Because Bill Clinton has already served 2 terms as President, he is ineligible. Someone who'd only served one term (such as George Bush Sr. or Jimmy Carter) would be able to run as VP.

I see nothing in the Constitution which says they cannot. If it isn't in writing, then you can do it. Bill couldn't ascend to the Presidency however, he would have to bow to the Speaker of the House.

Not if he has served two full terms as president. under the constitution you can not fill more then two complete terms for president, however, if you are required to serve less then two years for the preceding president then you can run for two more terms.
