Ever hear of 'donkey calf raises'? Get a four by four bout 18 inches long and a piece of thin plywood 18 inches square. Nail or screw the 4 x 4 to the plywood on one of the ends and using an electric sander smooth the corner of the 4 x 4 that faces the long side of the plywood. About shoulder width smooth it enough to put the ends of your feet (toes and balls of your toes). When you want to exercise place your heels on the plywood and then raise yourself using your ankles until you are at full stretch straigh up and then flex your muscles for a count of three. Do this twenty times for each set. If you do 5 sets every day this will strengthen not only your legs and feet, but your ankles and belly too.

find a step.....place the front of your foot on the top make sure the back part of your foot is off of the step and move your ankles up and down using only the front of your foot for support. my doctor told me to do this when I was experiencing ankle weakness after a sprain. it should work the same for you.

Check out dancewear websites. Get yourself a theraband. It is like a large, flat rubber band. It works on the principle of resistance training. You put your toe in it, for example, and hold on to the band with both hands. then point and flex your foot into it. It offers enough resistance to strenghthen your muscles, but it is a controlled exercise, so you can't injure yourself.

walk on your toes like you're wearing stilettos for 5 mins a day. that was a tip i read in a fashion magazine that's supposed to make your ankles strong so you dont kill yourself when walking in heels. :)
