Technically speaking they should be herbivores, because their predominant food source is plant material. Then again, don't forget that a whole bunch of insects and their larvae live on leaves and I've never seen giraffes spit out food because there was a yucky spider, maggot or whatever smaller animal in between the stuff they like in the first place.
The fact that they don't actively hunt for proteine rich insects or other small animals makes them herbivore in the regular classifications. In a stricter application of what is carnivore, herbivore or ominvore most animals would be omnivore.

A giraffe is an herbivore - albeit I've heard of them eating meat on occasion - it's rare that they do, and not their normal diet.
