There are 2 products that work well and don't stain or fade most carpets, Folex Stain Remover and Goof Off. I also recommend you gently scrape at it with your nail or a paint scrapper just kind of flick don't dig it may just pop right off. Most cleaning products recommend you test in an inconspicuous area first I agree some carpets just bleed and if that's the case you are stuck because even a pro can't stop color bleed.

There's a product called Goof Off(sometimes called Goo-Off). I f the paint hasn't been on a long long time it will take it off. Or you can put a little mineral spirits (sold in paint store) on a rag and gently wipe and repeat til gone.Mineral spirits is flamable so DO NOT SMOKE WHILE USING IT! Allow fan to dry it . I'm assuming it's not a large area.

take a stanley knife and cut out the offending area.
Next cut an identical piece from an area of carpet normally covered by an item of furniture (armchair, bed etc) and glue that in place.
Voila! No more carpet blues. (or whatever colour of paint it was)

If the paint is still wet, you can use water for water based paint and white spirit for oil based gloss. If you don't want to use white spirit you can use washing up liquid but it will take lots of rinsing.
