Ugh I often run into the same problem, having a smaller build.
People making stupid remarks about it need to get over it, because some people are naturally small boned, skinny, etc, or they may have fast metabolisms.
I depends on what kind of clothing you like and stuff. My absolute favorite store is delia's (www.delias.com) but I'm a teenager...
They offer 00, and so do many department stores and stores such as Hollister, Abercrombie and Fitch, and those sort of stores that would be called "prep".

Usually you can ask them to order a 00 eiether in there catolog or on there website. This is only with some stores though. Sometimes you can actually order them in the store, but I am pretty sure you won't be able to find them in the store itself. About being tall, someplaces will have "tall" jeans or "medium" or "short". I know Hollister does but I do not know about other stores. Hope I helped and good luck! [:
