If you clearly stated that it was broken the buyer must pay. Open a dispute with eBay and resolve it that way. Some people buy broken phones for spare parts so why shouldn't you sell it

If Your listing said "not working" in the description it's the Buyer's lookout to read that and act on it.You shouldn't bid for something You haven't read properly, then complain when it's not what You expect. Ebay's motto could be "Buyer Beware"-You get what You pay for.
I bought a phone on Ebay described as "In Immaculate condition" still under the shop warranty-The phone arrived well packaged with the original box,the case well marked and scratched from use-NOT immaculate but fair enough, was a s/h phone..but the camera didn't work,I emailed the seller who claimed it was working "last time they used it",and I ended up sending it back under the warranty to the shop-they checked it,reported it had been liquid damaged, and refused to honour the warranty as that's one of the conditions they can do so!-and did I want to pay to have the dud phone returned to Me??
good luck with Yours..

To all you thick people who keep answering "why would sell a broken phone for" because some people buy them and use the parts to repair other broken phones. If you clearly marked the it as broken then yes they should pay,or report them to ebay

Yes they should pay. They are supposed to read the listing properly before bidding. If they refuse to pay then open an un-paid item dispute. If you don't want to peruse it then you can cancel the bid and say you and the bidder have agreed to cancel. Bear in mind the bidder may be a total loser and leave you bad feedback after you do this. The decision is yours.

Its not really your fault that they missed out on the work "broken" when you tried to sell it, but then again the buyer has the right to return an item if he's not happy with it.

as you probably know payment is always sent prior to sending item on ebay , so i presume whoever has bought your phone has bidded for it and now refusing to pay for it ? there fore would neg him tell ebay and relist or give a second chance to someone else who bidded on your item ? good luck with the phone :)

Once you clearly described that the phone is broken and that it dos not work (sold as is) no warranty no refund and they choose to buy it like that. then that becomes their phone, if they new what they were buying.. not your problem
comprende compadre?
