My country implemented a VAT of 16%. Why would the gov't do that, and what long term effects will there be?

Typical greed for money is why they did it. Long term effects will be a larger underground economy, higher unemployment, and a poorer economy. Manufacturers will be less competitive in the world marketplace and the standard of living in your country will fall.
