A congressman is a member of congress, especially in reference to a member of the House of Representatives.

Congress is made up of the House of Representative and the Senate. So a Senator is elected to serve in the Senate which is a part of the US Congress. Each state has 2 Senators but has any number or representatives based on the number of congressional districts in the state.

A senator is a member of the Senate. And for that matter, a House member is a member of the House of Representatives.
A congressman can refer to any senator OR House member.

Congress contains the senate and the house of representatives.
Constitutionally, the senate represents the states. The house represents the people.
Both senators and representatives are a congressmen (or congresswomen).
